This is a 12-months initial contract role (renewable contract) for a large consultancy company. Due to MOM pass requirements, only locals in Singapore are eligible to apply. Only shortlisted candidates will be contacted.

The incumbent should have the following:
- Bachelor Degree in Quantity Surveying with at least eight years of relevant QS experience in consultancy environment, together with knowledge and experience in using PSSCOC.
- Possess the skills, knowledge, and ability to work proactively with the various project teams to deliver the projects.
- Proficiency in MS Office, particularly MS Excel, is essential.
- Knowledge in CAD and BIM software (such as Microstation, AutoCAD, Bentley, etc.) for quantity take-off will be an added advantage.
Duties shall include:
- Support the Project Manager(s), Contract Manager, and other assigned leads in the contract administration of ongoing projects, mainly in various areas of PUB projects, which includes water treatment plant, canal improvement works, conveyance pipelines, coastal adaptation studies, etc.
- Attend various meetings, on-site BQ verifications and quality checks.
- Prepare and review of tender documents, contracts, and bills of quantities.
- Prepare reply to tender queries raised by tenderers and issue corrigendum to tender document during tendering period.
- Involved in tender evaluation including comparison of BQ prices of tenderers and prepare tender clarification letters for the shortlisted tenderers.
- Review, understand and communicate the Contract requirements to the Project Manager and the delivery team.
- Provide support on the general administration of contracts including drafting replies to the contractor’s general correspondence and notices of claims.
- Ensure correct administrative processes are put in place for management of change controls, early warning, compensation events, changes to scope of works, payment, etc.
- Handle procurement and liaison with sub-consultants and suppliers.
- Assess and certify the various claims including progress payment claims, variation claims, extension of time and loss and expense claims.
- Prepare and finalise variation orders and final accounts for the contracts assigned.
- Prepare cash flows and perform monthly cost reporting and tracking of ongoing jobs.
- Support the Project Manager in resolving commercial issues with the Client and Contractor and implement strategies to avoid litigation / claims.
- Perform quantity take off and support on cost estimates.
