Overview
The Resident Engineer (Mechanical) will be responsible for overseeing all mechanical works associated with the construction of a designated facility within Tengah Air Base. The role involves supervising contractors, reviewing technical submissions, monitoring installation activities, and ensuring all mechanical systems are delivered in accordance with project specifications, regulatory requirements, and quality standards.
The successful candidate will work closely with the Project Manager, Mechanical Engineer, multidisciplinary project teams, contractors, and relevant stakeholders throughout the design review, construction, testing, and commissioning phases.
Key Responsibilities
Technical Supervision & Coordination
- Report directly to the Project Manager and work closely with the Mechanical Engineer on all technical matters.
- Review and gain a thorough understanding of the mechanical scope, specifications, BIM models, design drawings, and contract requirements.
- Monitor and supervise all mechanical works, including contractor-designed elements, installation activities, testing, and commissioning.
- Provide technical leadership and guidance on mechanical engineering issues arising during project execution.
- Coordinate with contractors, consultants, and project stakeholders to resolve technical and engineering challenges.
- Liaise with the Mechanical Engineer and design team in reviewing and approving contractor submissions, including:
- Design calculations
- Shop drawings
- BIM models
- Material submissions
- Method statements
- Technical proposals
- Inspection and test plans
Quality Assurance & Compliance
- Ensure all works comply with project specifications, facility-specific requirements, statutory regulations, and industry codes of practice.
- Verify that contractor submissions undergo comprehensive and consistent technical reviews.
- Ensure inspection, testing, and commissioning activities meet project and authority requirements.
- Monitor construction quality and workmanship to ensure compliance with approved designs and specifications.
- Ensure contractors maintain proper documentation and records in accordance with project standards.
- Define and oversee special inspection and testing requirements where necessary.
Safety & Environmental Management
- Ensure safety, environmental, and operational risks are adequately addressed during design reviews and construction activities.
- Monitor contractors' compliance with workplace safety and environmental requirements during construction, installation, testing, and commissioning works.
Site Management & Reporting
- Monitor contractors' progress, performance, and productivity, and recommend corrective actions when necessary.
- Maintain accurate site records and conduct periodic audits of records maintained by Resident Technical Officers (RTOs).
- Review monthly progress reports and provide updates on project status, technical issues, and risk areas.
- Support contract administration matters, including technical evaluations and progress payment assessments when required.
- Ensure compatibility and coordination of materials, equipment, and interfaces across multiple contracts.
Leadership & Stakeholder Management
- Provide technical guidance, mentoring, and support to Mechanical RTOs.
- Participate in meetings with clients, contractors, consultants, and authorities.
- Lead technical discussions and coordinate closely with Resident Engineers from other disciplines to ensure seamless project delivery.
- Identify training and competency development needs for Mechanical RTOs.
Requirements
Qualifications
- Degree in Mechanical Engineering from a recognised institution.
Experience
- Minimum 5 years of relevant experience in the design, supervision, and construction of infrastructure and/or building projects in Singapore.
- Experience in defence or high-security projects will be an advantage.
- Strong understanding of mechanical engineering design principles and construction methodologies.
- Experience in reviewing engineering calculations, technical submissions, and mechanical system designs.
- Familiarity with BIM platforms and 3D modelling environments will be an added advantage.

- Ability to work effectively within a multidisciplinary project environment.
- Singapore Citizens only due to project security clearance requirements.
Contract Duration
- 40-month contract with the possibility of extension or reassignment to subsequent projects.
