Overview
We are seeking a Resident Technical Officer (Electrical) to support the construction of a major defence infrastructure project within Tengah Air Base, Singapore.
The successful candidate will be responsible for supervising and inspecting electrical works on site, ensuring compliance with approved drawings, specifications, regulatory requirements, and project quality standards. The RTO will work closely with the Resident Engineer (Electrical) and multidisciplinary site supervision teams throughout the construction, testing, and commissioning phases.
Key Responsibilities
Site Supervision & Inspection
- Report directly to the Resident Engineer (Electrical) and coordinate closely with Resident Engineers and Resident Technical Officers from Civil, Structural, Architectural, Mechanical and EICA disciplines.
- Review and understand project specifications, drawings, BIM models, method statements, and construction requirements related to electrical works.
- Supervise and inspect electrical installation works to ensure compliance with approved drawings, specifications, codes of practice, and project requirements.
- Monitor contractors' workmanship and construction activities to ensure works are carried out in accordance with approved standards.
- Assist in the implementation of site supervision plans, procedures, workflows, and quality management systems.
Quality Assurance & Compliance
- Carry out inspections and quality control activities for all electrical works.
- Ensure consistency in inspection standards and quality assurance processes across all project contracts.
- Participate in audits, technical discussions, and sharing of lessons learnt with fellow RTOs, Resident Engineers, and Project Management teams.
- Review selected contractor submissions including:
- Method Statements
- Inspection & Test Plans (ITPs)
- Inspection Records
- Quality Documentation
- Ensure all inspection and testing documentation complies with project requirements and relevant authority regulations.
- Maintain and update a register of electrical quality issues, monitor corrective actions, and ensure timely closure of outstanding items.
- Verify that contractors maintain complete and accurate records in accordance with project standards.
Coordination & Reporting
- Work closely with the Mechanical RTO and other discipline teams to coordinate multidisciplinary construction activities.
- Monitor ongoing and upcoming electrical works through contractor notifications, project communications, site meetings, and coordination platforms.
- Keep the Resident Engineer (Electrical) and Project Manager informed of significant quality concerns, technical issues, and site observations.
- Attend site meetings, technical discussions, inspections, and coordination sessions with clients, contractors, consultants, and relevant stakeholders.
Inspection, Testing & Documentation
- Monitor inspection and testing activities to ensure compliance with project specifications and statutory requirements.
- Verify that special inspection and testing requirements are properly implemented and coordinated across all contracts.
- Maintain accurate and up-to-date site records, inspection reports, and supervision documentation.
- Support project teams during testing, commissioning, and system handover activities.
Requirements
Qualifications
- Diploma in Electrical Engineering or equivalent qualification recognised in Singapore.
- Registered Resident Technical Officer (Electrical) with the relevant Singapore authority will be an advantage.
Experience
- Minimum 5 years of relevant experience as an RTO (Electrical) on infrastructure, industrial, aviation, defence, transportation, or large-scale building projects in Singapore.
- Strong knowledge of electrical installation works, inspection procedures, testing requirements, and Singapore codes of practice.
- Experience working with BIM and digital construction platforms will be an added advantage.
- Prior experience on defence, military, aviation, or confidential government projects will be highly advantageous.
Other Requirements
- Good communication and coordination skills with the ability to work effectively within a multidisciplinary project team.
- Detail-oriented with strong documentation and quality control capabilities.
- Singapore Citizens only due to project security clearance requirements.
Contract Duration
- 40-month contract with the possibility of extension or reassignment to subsequent projects.
