· Plan and execute turnaround activities safely, efficiently and in accordance with applicable premises, DSM TA work processes, and standards.
|
|
Dimensions selection of relevant annual figures (costs, revenues, margins etc) on which the job has some impact, including unit’s operating cost (figures +/- 20%).

Scope of role includes all aspect of TA strategic planning, preparation and execution which includes shutdown & decon, maintenance & project execution, commissioning & restart; and lookbacks & closure for learning and future planning.
He/She will lead Turnaround of expenditure including projects up to US$10m/TA. Each event may involves 18~24 months preparation period leading to a 4-6 weeks turnaround execution. |
Subordinates - Number & role:
Responsible for TA planning team strength of about 5 RSS headcounts consisting of TA Cost Engineer, Planner (Mech/ E&I), Logistics Coordinator and Scheduler.

Principal Accountabilities specify the most important 4-6 end-results for which an incumbent would be held responsible at the end of the year.

· Develop in-dept familiarity with Shell Downstream TA Work Processes, and Recommended Practices. · Participate in TA Contracting Management which includes : - Prepare bid packages for approved work-scope; - Contracting strategy formulation, and approval; - Assembling acceptable bidders with procurement and technical disciplines; - Tendering, technical bid evaluation, commercial evaluation and negotiation; - Contractor management and performance evaluation. · Drive schedule reviews for critical operations and maintenance tasks. · Coordinate risk assessments and mitigation implementation for high risk activities. · Support MOC process for TA activities, including necessary temporary facilities, as required. · Act as Focal point in TA plan-the-plan (Navitrack) tracking. · Understand interfaces between TA Planning and other functions (projects, P&T, technical disciplines, operations, business essentials support, contractors etc), and facilitates communication between all work groups as appropriate. · Organize and facilitate TA related workshops such as readiness reviews, scope challenge, cost/ financial reviews, team alignment, lookbacks etc. · Organise review of TA related plans such as HSSE, Flawless Quality, Logistics, Pre-TA works etc. · Perform as Secretary for Site TA core planning meeting. · Deputise for TA Manager, as necessary. · Facilitate Continuous Improvement (CI) program in TA. · Function as a Block/Area Execution Team(AET) Leader for high complexity event, or act as Night Shift Lead during TA execution, or lead a Low complexity TA. · Perform assigned tasks and initiatives by the line supervisor.

Educational Qualifications: Degree/Diploma or equivalent in Mechanical Engineering. Professional Experience: At least 5 years of relevant experience in oil/ petrochemical plant maintenance or engineering, and preferably with experience in Projects or Turnaround.
