Job Summary
The QS Manager is responsible for leading and managing all commercial, contractual, and cost-related aspects of building projects. The role ensures effective cost control, contract administration, risk management, and financial performance throughout the project lifecycle. The QS Manager provides strategic commercial support to the Project Director and leads the QS team to achieve project profitability while maintaining compliance with contractual and company requirements.
Key Responsibilities
1. Commercial & Cost Management Leadership
Lead overall project cost management strategy from tender through project completion.
Establish and control project budgets, cost plans, and cash flow forecasts.
Monitor cost performance, identify variances, and implement corrective actions.
Provide commercial advice to senior management and project leadership.
2. Contract Administration & Compliance
Ensure contractual compliance by all project stakeholders.
Lead preparation, review, and negotiation of variations, claims, and change orders.
Oversee contractual correspondence with clients, consultants, and joint venture partners.
3. Subcontract & Procurement Management
Oversee preparation of tender documentation for subcontractors and suppliers.
Lead commercial evaluations, negotiations, and subcontract awards.
Ensure subcontract agreements align with main contract terms and risk allocation.
Manage subcontractor payments, performance, and final accounts.
4. Financial Reporting & Progress Payments
Review and approve monthly client progress claims and certifications.
Oversee assessment and certification of subcontractor interim payments.
Prepare and present monthly commercial and cost reports to senior management.
Maintain accurate financial forecasts and end-of-project cost projections.
5. Claims, Risk & Opportunity Management
Identify commercial risks and opportunities at early project stages.
Lead preparation and negotiation of EOT (Extension of Time) and cost-related claims.
Ensure proper records, notices, and documentation are maintained to protect contractual entitlement.
Support dispute avoidance and resolution strategies.
6. Team Leadership & Development
Lead, mentor, and manage the QS and commercial team.
Allocate workloads and ensure effective performance of team members.
Promote best practices, continuous improvement, and commercial awareness across the project team.
7. Project Coordination & Close-Out
Work closely with Project Directors, Project Managers, Engineers, Planning, and Site Teams.
Support project close-out activities including final accounts, audits, and handover documentation.
Ensure commercial lessons learned are captured and shared.
Qualifications & Experience
Education
Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
Professional certification (RICS, MRICS, or equivalent) is an advantage.
Experience
Minimum 12–15 years of experience in quantity surveying and commercial management.
At least 5 years in a QS Manager or Senior Commercial role.
Strong experience in large-scale building and civil construction projects.
Understand and apply construction contract fundamentals (PSSCOC) a must
Technical Skills
Expert knowledge of cost control, contract administration, and claims management.
Advanced proficiency in Excel, cost control systems, and commercial reporting tools.
Ability to interpret complex drawings, specifications, and contract documents.
